Sending IPv4 packets through socket failed: Host is down

When you migrate a virtual machine, the process fails with the error:

Operation timeout

When you create snapshot a virtual machine, the process fails with the error:

An error occurred while taking a snapshot: msg.snapshot.error-DUMPER.

An error occurred while saving the snapshot: msg.snapshot.error-DUMPER

This error only on one server, but on all servers in vmkernel.log i see this:

All hosts accessible over the network.
